are there edls for vlc if so can i download and use ones other people have made

What do you call an "EDL" ? (doesn't seem obvious to me)

True support for EDLs would include playing encoded video and or audio according to the list where the list is the control. Generally your better class of editor includes EDL support and will write changes on the fly. Considering VLC is not an editor there is no EDL support.
