Languages are based on what you have installed on your system in Control Panel Regional and Language Options.

Also VLC in Preferences, Interface, General under Language

Thanks, I'm sorry for being so unclear. The issue happened that the computer was set to chinese then I ran the program, realized the problem, set the computer back to english, but the program didn't switch back, and few if any menu items showed up. I had to guess my way around to find preferences, then language setup. All is well now though, thanks! :)

Thanks for this info. I installed it in English but it opens in Dutch. Nice to be able to understand what it says!

You can use command line to change used language.
--language=en should make the interface use English.
