How to enable the floating control bar with minimal interface

for reasons i just reinstalled vlc, and it seems that the default is to not have any controls in minimal interface. the way it used to work is was when i moved my mouse a control bar would appear i could move around that would disappear after a few moments. but now there is no floating control bar when i have minimal interface enabled, and i cant figure out how to get it back.

any help would be greatly appreciated

AFAIK the floating control bar is available only in full screen mode.

i had it on my previous install. i am absolutely certain of it, because it was the only way i used the player
