Hi,
steps to reproduce the issue, VLC Version 3.0.21 Vetinari:
  1. Click on top menu "Tools" and select "Preferences" Ctrl+P
  2. On left down select "Show settings: Simple"
  3. It opens Tab "Interface" and the first entry is "Menus language".
  4. On left down select "Show settings: All"
  5. On left top Search for "lang"
  6. Results:
    - v Input / Codecs
    --- v Demuxers
    ----- v Raw Audio
    - v Stream output
    --- v Sour stream
    ----- v Set ID
    ----- v Transcode
  7. None of them shows the "Menus language" dropdown list.
  8. On left top Search for "menu"
  9. Results:
    - v Audio
    --- v Visualizations
    ----- v projectM
    - v Input / Codecs
    --- v Access modules
    ----- v Blu-ray
    ----- v DVD with menus
    ----- v DVD without menus
    - v Interface
    --- v Hotkey settings
    ----- v Main interfaces
    ------- v Qt
  10. None of them shows the "Menus language" dropdown list.

Menu Tools -> Preferences (Show settings = ALL) -> Input/Codecs
Then on the right panel you can see the Menu Language box, set it to what you want, e.g., "en,eng" (without quotes and without any space).
Save, exit and restart VLC.

If you mean "Input / Codecs", "Track settings", "Menu language", this is not the setting for the UI, the mouseover help text shows:
Language of the menus you want to use with DVD/BluRay (comma separated, two or three letters, country code, you may use 'any' as a fallback).

I would expect the language setting for the UI either on "Advanced" or "Interface".

Tools -> Preferences -> Interface
Then Menus language.
Save, exit and restart VLC for the change to take effect.

Your Screenshot shows the "Simple" settings. Why is the setting not shown unter "Interface" when "All" has been selected?

Am I wrong that "All" should show "Simple" settings + in addition more detailed settings and settings for advanced users?

Why ? I don't know.
The fact is: it's in the simple settings and that's it.
