When playing a video, VLC just reads what it receives. It can be from the file system or a server. If your video is down sampled, it cannot be VLC's fault.
To verify what VLC is reading, you can, in the video player, tap the 3 dots at the bottom right corner > Video information. You will see exactly what VLC is receiving (definition, codecs, framerate, ...) and then can verify if it matches your original file.
