Help for very simple yet important VLC modification

Hello, I need to modify VLC to produce a new app similar to VLC installed alongside official VLC on iPadOS.

The only 2 things I need to 'tweak' are:
1. No buttons for 'moving around' video apart from play/pause (that should makevit like watching TV, only its playing a video saved in local storage)
- note: this app is intended for children with special needs, so I can't simply 'lock' the interface (seeing there are buttons but not being able to use them has already proven to be ineffective and cause frustration)
2. Different app icon (anything is fine, as long as it doesn't look the same as official VLC)

I'm sure someone fluent in developing apps for iOS could easily help, but I posted on the forum first to avoid clogging up github with 'issues' that aren't really issues (as suggested here: https://code.videolan.org/videolan/vlc- ... nner-Guide).

From what I've seen the 'kids mode' is certainly useful, but isn't quite what I'm after. I heard one open-source software model is a bounty system, so I'd be more than happy to offer a monetary reward for anyone who can fork VLC and successfully apply the few changes I need: any guidance for following this path? Is this even allowed for VLC?
