VLC 3.0.21 Vetinari NOT clearing recents(see inside)

Greetings!

First, thx to Admins for allowing me to join. My main pc crashed this morning and awaiting repair. Still had an older backup pc but had wiped most data from it.
So, just now I was reinstalling VLC and went to disable recents the usual way (pref/ unclick save recents, and task bar) But I now notice that all I have to do
is click Media/Open file (or /Open Folder) and there is my most recent file location! Not my idea of clearing History! I have tried multi times closing, restarting,
even rebooting - nope. Nothing will clear it. Also, it only remembers another folder I select if it has a readable media file already in it. Any thoughts?

Media -> Open file or Open Folder just opens a Windows files dialog box, it doesn't show any history at all.
The history appears in Open Recent Media and there is a Clear button at the bottom of this list

Thanks for trying to help, but that is not truly correct. Media/Open Folder (/Open File) will indeed show what your last opened file location was. For example, if I opened folder "Secret" to view file, "topsecret.mp4" then using open file/folder will take you to that exact folder location. No, it won't display the exact file "topsecret.mp4" as the last file opened but it will open the folder that contains it. Not much of a difference, since it still reveals the location of your most recently opened file. If "topsecret.mp4" is the only file in that folder it most certainly has just ratted you out. Also, I know that under Preferences I can uncheck "Save Recent Items." But I can find no option under any of the various dialog boxes to "Open Recent Media" or clear same. I am aware you can do something similar via the Taskbar, but I already have that function set to off. Is this missing "Open Recent Media" true only for VLC 3.0.21 Veternari?

It's a VLC feature.
Open the vlc-qt-interface.ini file located in C:\Users\username\AppData\Roaming\vlc, and search for filedialog-path into the General section.
