Link to Specific Scene (Time)

I’m cataloguing my digital movies with Movie Collector and there are some where I would like to link to a particular scene. For example, in “I Could Never Be Your Woman (2007)” at 0:11:50 there is a hilarious scene of Saoirse Ronan singing “Ooops I Did It Again” with altered lyrics.

This database manager has a section to link to where I ripped it to on my hard drive, which I've already done. I'm wondering if there is a time code or some other feature I can use in the link to open the movie at a specific time and go directly to that scene?

1) Install the VLC Permanents Bookmarks plugin: https://addons.videolan.org/p/1718547
Open the video file and add the bookmark for your favourite scene. Every time you open this video, you can select the saved bookmark to play your favourite scene.
I don't know Movie Collector, but I think it can play the video file in VLC.

2) VLC has support for the command line to jump to a specific point in time: https://wiki.videolan.org/VLC_HowTo/Jum ... tain_time/
The following command line for example: "C:\Program Files\VideoLAN\VLC" --start-time=83.4 C:\user\path\MyMovie.mp4
plays the movie starting at 1 minute 23.4 seconds.
But I have no idea if Movie Collector has a command line option in the database.
