CANT broadcast 'STREAM' rtsp flux from windows

Hello guys, I want to broadcast ""stream"" my windows desktop over the internet using RTSP protocol. I will catch the stream in a remote area for my IPTV service.

The url is for exemple : rtsp://192.168.1.2:8554/nasa

If I try to catch the stream over my LAN it doesnt work. If I try to catch it from the same pc by opening another vlc window it doesnt work too : rtsp://127.0.0.1:8554/nasa

So I'm pretty sure it's a codec or transcoding issue but I cant figure it out. I also tried to broadcast a .mp4 file with no luck. I tried to disable the firewall and basic stuff. Anyway the same computer cant catch the stream, it's not a firewall or network issue at this state.

What can I do to dig it deeper and troubleshoot this problem?
