I had the same problem in trying to use my Windows 10 shared drive to stream media to my Fire Stick 4k max using VLC 3.5.4. It will not see the shared drive even though other PCs on the network see it. The shared drive I'm using is an SSD USB drive. I moved it to a Windows XP PC, set sharing, and the Fire Stick VLC now sees and streams from it. This Windows XP PC is a Dell Dimension using a single core 3.8 GHz CPU with a USB3 add on PCIe card. You may try any old Windows XP and see if you can share a drive to Fire Stick VLC. If you are only streaming 1080p files, any old PC running XP may work even if it only has a USB2 port. I asked questions to two on the AIs and was told Windows 10 will not stream to VLC Fire Stick. This can't be right because it looks like others are doing it.
I just switched to the USB2 port on my Windows XP PC, and it still streams flawlessly to the Fire Stick VLC player. I was told that recent Windows 10 upgrades no longer support SMB1. I still see it as an option in my Windows 10 PC and have it turned on, but Fire Stick VLC never sees my Windows 10 shared dtive.
