Cannot stream a mp4 video file over an IP address?

Hi, trying to stream a video mp4 file

Windows 10
followed lots of guides & youtubes, exactly the same & huge variations on those but nothing.
Spent best part of a day.

It is.blank in the 2nd separate instance of VLC

Tried all formats, mainly http but also rtsp & others

Ports double checked each time.

Tried:
Locally on the same PC, ticking the local box.
From one PC to another
Different PC
Tried a variety of different MP4 s created by different methods.
Ttl=10

When locally on the same PC, can view the source playing fine.

Http sometimes says cannot connect
Usually.just a small the bar at the bottom moving from side to side as if trying,

Left for 10 minutes like that,nothing.

Is there any other programs I can try,started looking at OBS but think overly complicated for this.


Defender firewall allowed
Can ping all PCs

Checked can access via windows network credentials

Log file is very long, nothing obvious but mention of some formats not recognised but lots that are so suspect ok,just remarks.

Need to analyse log file some more.
