On my Windows pc I can access tv programmes recorded on my tv recorder connected to my local network by selecting network, plug and play, and selecting the device.
This option is not available on VLC on my Raspberry Pi. How can I gain access and play these recordings.

You need to install the same VLC plugin, presumably the UPnP one. If it is not provided by your distribution, you'll have to compile it.
