cannot figure how to cut-out from video

I cannot figure how to cut-out ~17secs in middle of video. I have ver 3.0.1 and Win10. I have
1) a playlist which plays before and after just fine
1a) cannot figured out how to save output from #1
2) recorded 1st piece, ctrl+T to 2nd piece, but recording always begins where it left off, ignores time jump
3) recorded 1st piece, used time slider to get to 2nd piece, continued recording, but it always overwrites output
4) turned prefs, output stream to continue (I think), no difference

I believe I've searched all of this form, can't find any claims of success.

VLC is not an editor. You'd better use a dedicated video editor tool such as AviDemux:
