VLC wont work off line

I’ve recently brought an Wi-Fi iPad and downloaded VLC and when I turn ON my iPad in the morning VLC can’t be used until I pair it to my cell phone. Is this a normal issue or the app faulty ??

This is not normal. VLC does not need any networking.
