Is there any way i can get a live video stream to jump to the next item on the playlist after a set time?
I'm trying to play sky news live for a limited time (https://www.youtube.com/embed/9Auq9mYxFEE) but setting stop-time or run-time doesn't work.

The run-time should work, but it does not. "youtube.lua" cannot handle this. You should create a new report ticket https://code.videolan.org/videolan/vlc/-/issues
