VLC 3.0.16 Installer.msi issue

Greetings:

I was going back to .16, as the .18 interface is totally not my thing.

Installing it, I get the message:
"A program required for this install to complete could not be run."

Now, never had an issue installing .MSI files afore, until now with the VLC.
It does not tell me what program it needs, so I am a wee in the dark.

Anyone a clue, please?
