HVEC no longer included with VLC?

HVEC no longer included with VLC?

Hello,

I recently installed VLC on both Win10 and Mac. In both cases HVEC wasn't included with it even though it says it does. I've found this https://www.videolan.org/developers/x265.html regarding building it but the build instructions don't work on Mac. It looks like this maybe a recent change and HVEC used to come with Windows10 but I've read since this fall it no longer is. I've also read the same for Mac. Getting the Codec has been an issue as well as it's become difficult to find the usually codec installers for some reason.

Has anyone else run into this problem?

I've tried with VLC 3.0.18 on Windows and both the HEVC decoder and the HEVC encoder (using the default H.265+MP3 in MP4 profile) are working fine.
On Mac I don't know.
