Float on Top: cannot choose file

Open VLC
Eneble Video -> Float on Top
File -> Open File...
Cannot choose file - due to Float on Top; cannot disable FoT - since there is an open window.
Most problematic when VLC covers all screen.
Workarond: 'press esc'
I think this workaround is not trivial.
Desired solution: Can VLC's own finder (or preferences) windows not be floated on top?
