VLC 3.0.18 HLS stream freezes

With VLC 3.0.18 playing this HLS stream always freezes after 22-23 seconds:

The time counter always starts at 0:36-0:37.
But if I replace libadaptive_plugin.dll plugin with the one from VLC 3.0.17.4 then it doesn't freeze anymore and the time counter starts at a random value.

It does not just freeze, but freezes in the most savage way, namely, in a completely random way, it can work for half an hour or more and not hang, or maybe after 10 minutes, in other words, not immediately. And this happens on all tried versions of vlc 3.xx. After freezing, vlc starts to actively eat up the operating memory. And this is the only way to somehow determine that vlc is hanging. in log a bunch of messages like
