How can I specify Video/Audio PIDs when streaming with VLC

I am looking for some software that would take a SDI signal and be able to multicast stream this to a receive site. There are a few specific requirements. The receive site would need:

MPEG-2 3Mb/s
Multicast Port
Video PID
Audio PID
PCR PID

Would anyone know if VLC could do this? I checked under the streaming settings but didn't see any ability to add PID information.
