Disable the possibility to Stream (out) via VLC

Hey There,

i´m new to the Forum and my english is not the best, so please be polite.

In our Company we dont want that users can "start streaming" with VLC. (i mean creating a stream-output and stream in the Network)

To Disable it, we delete all .dll in the Folder "C:\Program Files (x86)\VideoLAN\VLC\plugins\stream_out"

Than an user can not send a Stream.

BUT.... there is a big problem. If we delete all these .dll, then it is also not possible to convert files.
Example: i try to konvert a .ogg to .mp3 -> not possible because of missing .dll.

Have any of you an idea, how i can fix this mess.

Don't delete the transcode and standard module if you want to be able to record and convert.

That is no Option, because if i dont erease this 2 .dll it is also possible to start a stream (output).

I thougt maybe there is a possibility to disable the possibility to create a Stream in an other way, like editing the registry for excample.
