cannot change language VLC 3.0.16 Vetinari

You can set the audio or text language from the Audio and Subtitle menus as before.

There was never an option to change the GUI language. You can change that from your system settings.

VLC GUI is broken...

Kubuntu 21.10
2 languages installed,
Default is English,

but VLC displays language in Secondary language.

because Keyboard Default is Secondary language.

I have System / Display in Primary Language Default,
but Keyboard in Secondary Language as Default.

VLC goes crazy, most of the menus are Secondary Language, some are Primary.

VLC uses the system settings for the GUI language as do most applications on Linux.

It might use the second language if localisation into the primary language is incomplete. But that is just how pretty much every application work on Linux.

Keyboard layout has nothing to do with it.

VLC language is Secondary System language.
There is No way to force / change VLC language.

Complete uninstall, and Reinstall does Not solve the issue.

There is No Github/Gitlab to report Bugs.

I don't know whatever it is that you call secondary system language, but VLC uses the GNU/gettext system localisation on Linux like pretty much every other OSS applications.

Regional Preferences has English,
Keyboard has Spanish Latin American as Default, English Keyboard installed but as Option.

VLC detects Keyboard language, Not Regional Preferences / System Language.

Regional Preferences should have Higher Priority than Keyboard language.

This is an issue for Bi-Lingual people,
people living in other countries,
or people that installed Linux in Local Regional Language,
but then changed Linux to English, because most Menus makes No sense "feels weird."

i dont know how to explain.
for example:
Laptop is Laptop in all languages.
but Translated "feels weird." Unnatural.
= computadora portátil "google translate"
= ordenador portátil "yandex translate, deepl.com"
= portátil "DuckDuckGo Translator, Bing Translator, Translate.com"
= Regazo Top. "Literal Translation, Not Subjective."
= Encima de las piernas "Literal Tranlated Synonym."

Many diferent ways to say the same... and most people do Not use the long ones.
Completely Crazy.

Using computers in Regional Language is Only for Begginers in Computers, that do Not understand English at all.
But for people that know something about English, and Computers,
using Regional Language feels like learning computers all over again, from start, crazy.

Spanish has small differences in all countries.
Spain, All over Central America: Salvador, Mexico, etc.. and Latin America: Venezuela, Argentina, Chile, Ecuador, Peru, etc...
Islands: Cuba, San Andres, etc...
inside each country, each region / city has language differences.
Exept Brazil that is Portuguese.

i have to guess what is what.
feels like learning Spanish and Computers all over again, both at the same time.

i cannot explain how weird it is / feels.

Same happens with Movies,
Translated movies sound Alien, Weird...
Subtitles, and Audio Translation,
if you understand English, Audio and Subtitles & Spanish.
Most Translated movies feel Unnatural. "something is wrong, weird, alien."
If you do not understand other language, there is No other option, you dont know the difference, does Not feel as weird.

You are not making any sense. VLC on Linux only uses the keyboard mapping for keyboard handling. It gets the keyboard mapping from the display server. For localisation, it uses the locale settings passed via environment variables.

Case in point. I have Finnish-Swedish keyboard layout and French locale and VLC treats the keyboard as Finnish and prints text in French on my Linux computers.
