Playback pixelated with VLC

hey guys
I have a issue I can't seem to figure out.
I have a exported cctv file in .avi format which uses the following Codec: MPEG-4 Video (FMP4)
When I play it using VLC version 3.x.x I get the following pixelation

however if its opened with the default windows video player the video is ok or if I use VLC version 2.x.x

I have tried forcing specific and all the demux modules in the options, disable hardware acceleration etc and various other settings in VLC version 3.x.x but I can't seem to figure out why or how to fix it. Any ideas whats causing this issue in VLC version 3.x.x

I believe I have similar issue with that.

Does it constantly show it that way or only when you pausing the video and then resume the playback?!

Try another video output module:

You can also try with and without hardware acceleration.

If it doesn't help then reset the preferences and try again:

yep tried all those settings already. Only thing that works so far is rolling back VLC version to 2.x.x or lower.
Also it shows it that way all the way through the video

ok managed to fix it by updating vlc to version 3.0.17.4.
