Can I convert / save TS file and keep the 608 closed captions?

I am trying to convert / save a TS file because I want to lower the video bitrate for a specific test but I need to keep the 608 closed captions "track" in the video. What ever I do the saved file no longer has the closed captions in it. Note that I specifically mean 608 closed captions, not DVB subtitles or teletext. How can I keep the 608 closed captions in my output file? I'm using GUI in Windows version if that makes any difference.
