before you try to open the file again, open VLC, click "tools", click "messages" and on the bottom left corner of the "messages" window, look for "verbosity" and change it to "(1) warning", leave the "messages" window open and then open your file again and wait about 10 seconds, then go to the "messages" window, click "save as..." and save the file as "log" and then open the "log", copy all of the text and then paste it here (i dont see any ability to attach a file in this forum).
this sounds to me like a file/folder access permissions issue if WM player wont play the file either.
either VLC/WM is not being allowed to access the folder/file or the file is already being accessed by another program (locking it for exclusive access to that program).
if this file is constantly and actively being written to from another device (if its being saved constantly in the folder from another device on the network), then it will "lock" when its being written and cannot be opened by any program until the device that is saving the file, has "unlocked" access to the file.
i assume this since the video appears to be surveillance and is likely being constantly written/saved to the folder at the time you try to play it.
