With VLC 3.0.16, failed to open network media from a given starting point

With VLC 3.0.16, despite multiple tests, I failed to open network media from a given starting point.
Do you have an operational solution to communicate to me?

I- Going through playlist.m3u file, I tried the following options:

1) #EXTVLCOPT: start-time = xx

#EXTVLCOPT: start-time = 30
#EXTINF: -1, New Orleans Piano | How to play "The Lick"

However, this syntrhaexe works very well for a file type stream.

2) #EXTVLCOPT: start-time = xx

# EXT-X-START: TIME-OFFSET = 30

With or without "# EXT-X-VERSION: 6" at the start of the file
With or without "", PRECISE = Yes | NO "" after the time-offset

3) by directly adding the starting point in the url (test done with # t = 30 and t = 20)

II- I have also tried using the command line options with limited scope to the previous file (: option).

vlc.exe https://youtu.be/EazScG6wn84: start-time = 30 --one-instance --playlist-enqueue

Again it works well for file streams but not for network streams.

I have the same issue.
I was able to replicate the issue from two different windows 10 machines trying to play the same video. Certain youtube videos will not open/play. The ones that do play will struggle and lag terribly. I've also tried to play the network stream from the Android version on my phone, and it seems to play normally on a kids video. Otherwise every video after that started struggling and lagging.

Hello, not the exact issue, but maybe related, and helps:
I had huge problems with youtube playback on VLC with version 3.0.16. I tried to use the fresh .lua, and older ones, but the player stopped every second, and started loading for like 4-5 seconds. I had no problem with my connection, the issue was with youtube. Also I was not able to jump to specific points in the video.
Here is a solution I found and now youtube network playbackworks like a charm:
1. Uninstall your current VLC version with your settings
2. Make sure no VideoLan folder is left over (in your Program Files or Program Files (x86), if there is, delete it
3. Install VLC 3.0.11 version (I used this: https://get.videolan.org/vlc/3.0.11/win ... -win64.exe the download starts after a few seconds)
4. I started VLC, and unticked the automatic check for updates. I set up some of my settings (like disable video title and do not scale the window to the video)
5. With the fresh install, I downloaded the latest youtube.lua file: https://github.com/videolan/vlc/blob/ma ... outube.lua (commit id: 7f6614c)
6, I placed the youtube.lua into the "c:\Program Files\VideoLAN\VLC\lua\playlist\". There is a youtube.luac file, you should not touch it. There should be a youtube.luac (from install) and your freshly downloaded youtube.lua file.
7. Restart VLC, and now the youtube should work fine.

Hopefully this could help to resolve other network streaming related issues as well.
After this I tried your methods to play the links from a specific point, but no success. I think this function is not really implemented for network streams (or for youtube at least).
