I understand that you can access the playlist settings under tools, but this needs to be reset every time you open VLC. Is there a way to make VLC loop any video/song etc that you play, every time the program is opened?

Tools -> Preferences (Show settings: All) and Playlist. There is Repeat All option. (Save and restart VLC)
