Others have identified this and some have provided alternatives, but I can find no reference to whether or not the youtube.lua is going to be updated or not.
Does anyone know if the youtube.lua mentioned above is still being supported?
Is it being maintained somewhere else?

You can file it as a bug at https://code.videolan.org/videolan/vlc/-/issues preferably quoting the above link since it contains links to vlc log files. If you don't want to use that link then you'll have to create a log yourself, upload it to Pastebin and and then copy that link into your own post.
