Works for me as well with any video I've tried and also online video streams.
MP3 is playing fine too and the cover is displayed.
Just tested the "real" 3.0.16 windows x64 build and got no problems with MP4, AVI and MP3. But this is probably because I have a built-in Intel graphics here. My Windows 8.1 system is ancient, some Core 2 era Pentium from 2009. And current Windows 10 (20H2) is i5-3xxx, with also some Intel graphics. But: no issues wherever.
I explicitly changed the output module from "automatic" to "D3D9" or "D3D11", but everything still works fine.
I mean, on the previous page fkuehne first wrongfully posted the link to the Windows x64 version 3.0.15 build, but then corrected this with the real Windows x64 3.0.16 version link. I tested with the latest version. Not sure what you mean by "real" 3.0.16. The official download site is still showing 3.0.14 as the latest up to date stable build: https://www.videolan.org/
I have version 3.0.16 and it is behaving in the same way
