Clone to fullscreen on two monitors

Hi.
I'm trying to get VLC to clone my video to two monitors simultaneously but I'm having trouble getting this to work via the UI (I've tried both Clone under Effects and Filters -> Advanced and the one under Preferences -> All -> Video -> Splitters -> Clone)

I want VLC to ideally show the playlist on monitor 1 (1024x768) and then the video in fullscreen on monitor 2 (1024x768) and also on monitor 3 (1080p). I'm happy with using the command line to do this too, for example so that I can set up a batch file to start VLC in the right mode (but I couldn't find options to specify fullscreen output on two different monitors). I'm also fine with the "windowed" mode where the window decoration is hidden, since this is basically the same as fullscreen.

My videos are mostly widescreen so I'd like widescreen to show on the 1080p monitor without any bars and on the 1024x768 with bars at the top and bottom. Ideally I'd like 4:3 videos to show fullscreen on monitor 2 and with bars left and right on monitor 3 but that's less important.
