Sorry to say, it didn't fix the problem...
I changed the Audio Output Mudule to Win32 WaveOut... no better.
I even disable the float32 resampling... no go...
The message window gives me a lot of this:

I particularly enjoy the "timing screwed" message... LOL
Anyhow, I rarely have this problem with high quality video, mostly just vlogs, like M4V, ASF, and these low bit audio MP4's.
I'm mostly posting this for the benefit of your excellent R&D efforts.
Here's a video I'm sure you'll like that I think used to play, but the audio hasn't worked for a couple VLC versions...
