From VideoLAN website, it is written that "x264 is a free software library and application for encoding video streams into the H.264/MPEG-4 AVC compression format, and is released under the terms of the GNU GPL."
I guess Handbrake uses x264 to produce video in H.264/MPEG-4 AVC videos as well.
First, am I required to get a license from MPEG-LA before I have the right to produce videos in H.264/MPEG-4 AVC format with VLC (hardsub) or Handbrake?
Besides, if I want to freely distribute (copy and transfer) videos produced with VLC or Handbrake in H.264/MPEG-4 AVC format, for non-commercial purpose to other people, am I required to get a license from MPEG-LA?
Furthermore, if I want to freely upload videos produced with VLC or Handbrake in H.264/MPEG-4 AVC format, for non-commercial purpose to online video platform such as YouTube, am I required to get a license from MPEG-LA?
I couldn't found any official document or information regarding these matters from VideoLAN and Handbrake website.
