I'm sorry but that is not quite correct: you still get the message if you're using v12 or, I assume, v13.
I had to use a restore point a few months ago on this particular PC which I'd forgotten until today was pre-my last update of VLC from v12.
I checked my program updates and realised what had happened and went to update VLC only to receive this error message again. On another PC I remember I bypassed this unhelpfully vague Temp folder location by just downloading the update direct from the web site as another thread here asking about the same matter suggested. A better solution to recommend anyway IMHO.

If this happens again in the future for whatever reason would it not be a good idea if the precise location of the Temp folder used for the download was explained?
On most PCs the Users\Username\
AppData\Local\Temp is hidden by default. There must be hundreds of thousands of casual users who don't have its display option turned on or know how to enable it or what Windows search criteria ie.
%temp% can be used to find it directly. It is not intuitive.
