Playing a video/audio from point A to point B

Hello
I really do not know where to ask this question but maybe you can give me some guidance anyway.
I have a language teaching application that requires the playback of portion of a video/audio starting at point A and ending at point B (either time code or frame number). The playback would begin on clicking a button in a web page and VLC would be embedded in a webpage.

Is it possible to do that with VLC - using either Javascript or PHP or ???

Ideally, students would have access only to the materials between point A and point B.

Any assistance would be gratefully received.
