Test video stream from windows command line

hello,

I have a list of online video streams (www. ... file.m3u8) and would like to write a command line script bat to verify once a week if the links are still valid.

From commandline, i would like to open the stream, check if it is playing and than close vlc, without necessarily displaying video or audio. Which command line would allow me doing this ?
