I feel like it is something related to my Graphic card;I can't reproduce the problem I'm afraid which makes it difficult to troubleshoot. But I have a suggestion which is the use the hotkeys to jump forward rather than dragging the timeline. These are the relevant key combinations.
You can use the same key combinations to jump backwards by the using left arrow key instead.
- Shift + right arrow to jump 3 seconds forward.
- Alt + right arrow to jump 10 seconds forward.
- Ctrl + right arrow to jump 1 minute forward.

Why d'you think that? Have you experienced issues with other apps?
Also, do you have an Optimus laptop? These machines have two graphic cards. One is an Intel which is just a chip on the motherboard while the other is a dedicated Nvidia card with its own RAM. On vlc graphics defaults to the Intel chip, but there's a workaround to change that.

I have the same type of system. Intel 4600 and Nvidia GT 750M. To force your system to default to Nvidia graphics for vlc open C:\Program Files\VideoLAN\VLC and then right click vlc.exe and choose Copy. Paste it temporarily to another folder and then click the copy to highlight. Hit F2 and then rename it to something else such as vlc-new.exe for example. Then move it back to C:\Program Files\VideoLAN\VLC again.
Next, open Nvidia control panel and in the left hand panel click "Manage 3D settings". In the right hand panel click the Program Settings tab and then click the "Add" button and navigate to the copy vlc you just created. In the image I've renamed a copy of vlc.exe to vlc-new.exe. Underneath that use the dropdown menu to change the setting to "High-performance NVIDIA processor".

It's possible that Adobe Premier Pro is already listed in the Nvidia CP, but if it isn't just repeat the same steps to force Nvidia as the default graphics to open it with.

- Open prefs and click the radio button to the left of "All" at the bottom of the opening menu.
- In the left hand pane in the Search field at the top, type: Qt and then select it when it appears below.
- In the right hand Qt menu where it reads "Show notification popup on track change" set it to "Never" via the dropdown menu.
- Click Save to make permanent. Here's a pix.

Thank you Dear Hitchhiker for your time.Try doing this. Open prefs and in the Interface menu where it reads "Show media change popup" set it to "Never" via the dropdown menu.
Other settings which might help.
In the same Interface menu in the section "Playlist and Instances" checkmark "Allow only one instance". Immediately below that checkmark "Use only one instance when started from the file manager".
In the last section called "Privacy / Network Interaction" remove the checkmark from "Save recently played items". This will clear the cache.
Don't forget to Save and restart.
Do you use the Windows 10 Jump Lists? There are two settings in there which might be relevant. They're callled "Store recently opened programs" and "Store and display recently opened items in the Jump Lists". If they're enabled then Windows stores everything you ever played in vlc. I have both unchecked on my system for privacy reasons.
Thanks for your attempt.There's a shortcut key combination to deliberately open the Capture menu which is Ctrl + C. Since that key combination is usually used in Windows to copy something I'm wondering if you might be trying to copy something which you're playing. That doesn't explain why the mouse would initiate that response, but I'm exploring other avenues to try to understand why it might be happening.
You're using the timeline to do what exactly? Are you recording a (live) stream, or are you creating a video from scratch such as a timelapse video? Have you reassigned any Hotkeys to perform a function using the mouse?
I checked it out; it didn’t help. I only use the mouse wheel to increase and decrease the sound. It works both with the “Mouse gesture Control Interface” ticked and unticked.Something else to check which is to see if mouse gestures are enabled. See this tutorial on the subject.

Thanks;I think you've got a corrupted registry. That's the only logical conclusion given the circumstances. It's not the first time something like this has happened if that's any consolation and there's a similar story in this thread: https://forum.videolan.org/viewtopic.php?t=83072 It doesn't help you any because it's a different problem i.e. clicking a folder in Windows Explorer caused vlc to open.
Did you enable Windows System Restore when you purchased the computer? On all versions of Windows up until Windows 10 it's enabled by default, but on W10 it's disabled. It can be enabled but requires users to perform that step manually.
If you did enable it you can run it to wind back the clock to a date and time prior to the problem occuring. That will restore a version of the registry which isn't corrupted. If you didn't enable it then the only course of action is to run a Windows 10 Reset which restores default settings without affecting your own data.
You can hang around a bit longer if you prefer since another user might know of a workaround or even how to fix it, but this thread has been running a while already and nobody else has made any suggestions. But you never know.

EDIT: You can also run DISM to repair the Windows image. The command which has to be run from an elevated command prompt is this one:
DISM.exe/Online /Cleanup-image /Restorehealth
Check the DISM log which is located at C:\Windows\Logs\DISM to see what errors it identified and fixed. It's just a text file which will open in Notepad.
