How do I add the ActiveX component "axvlc.dll" to a vb.net project without installing VLC 32 bit?

I'm a new user to VB and for starters I'm developing a video player application, I installed VLC 32 on my computer and I made the application with a installer, I tested it on my computer and it works well. When I tested it on another device an error pops up, then I installed VLC 32 bit and it worked. Is there another way to register VLC plugin in to the system during installation without installing VLC 32bit? If there is a way, can anyone show me how it's done?

The plugin needs the app to work anyway, so it would be pretty pointless to register it alone.
