Transcoding Issues related to CBR and Muxing (ServiceID)

Dear all Hello,
I tried to use a Command Line in order to produce an output stream as bellow:
Unicast UDP = OKey,
Rescale from 1080p to 720p = OKey,
Convert to TS= OKey,
Protect content using BISS-1 = OKey,

Muxing and Adding PIDs = Not Okey at all the pids, I succeed to add some pids (Audio, video, pmt) But I do not find how to add Service ID.. The issue the TSID has hothing to do with SID it does not chage the service ID. my TS Output has all t he time Service ID=1

CBR, Constant bitrate = I can Not add Constant BitRate to not fluctuate and not go more than the fixed

vlc --no-repeat --no-loop -vvv -I dummy lefilm1080p.mp4 --sout='#transcode{vcodec=h264,crf=33,vbv-maxrate=2400,vbv-bufsize=1600,fps=25,scale=Automatique,width=1280,height=720,acodec=mp4a,ab=128,channels=2,samplerate=48000,scodec=none,deinterlace}:std{access=udp{ttl=10},mux=ts{csa-ck=3F69B961D0F5F8BD,use-key-frames,pid-video=1031,pid-audio=1032,pid-pmt=1030,program=122,tsid=03},dst=127.0.0.1:1234}' vlc://quit

Please help to find the right command line to fix the CBR with null packets and the command line to add Service ID.
