No Toolbar in VLC menubar for Mac Pro

I've got VLC loaded on a Mac Pro running High Sierra.
Almost everything I searched for 'forced aspect ratio' start with 'go to toolbar'. Problem is, there isn't a toolbar.
I have the pc version, very easy to use.
I put in a bug ticket, this is the response I got. 'This is the expected behavior. The features included in Tools are also available on macOS but in other places of the interface'. Really not very helpful.
Any help is appreciated.
I guess I should say what I'm trying to do. I'm trying to watch a VR in 2d, using the 'forced aspect ratio' command. It's not there.

Hello, is the "Lock Aspect Ratio" option in the Aspect Ration submenu of the Video menu that I hinted on trac what you need or do you require something else?
