vlc.video.takeSnapshot OPEN SOURCE, how it looks?

within the ActiveX control we have a 'video.takeSnapshot'.

How does the open source of this function looks like? - I dont want to extract the TAR files with open source to VLC because im using Windows.

Just like to know how this BMP file is written to harddisk, to see if it really is that hard for the VideoLan devs to give us a function like:

video.takeSnapshotToMemory

where it would return a IPicture, or even the DIBS to be used with GetDIBits.
