Conversion to above 15 000 kbps

Conversion to above 15 000 kbps

Using VLC player and the H-264 codec; when converting a video to a quality of 15000 kbps or below, conversion works fine; but when converting it to somewhere above 15800 kbps or so, the conversion results in a video of around 800 kbps quality. This is regardless of the quality of the original video.

Is this due to some limitations in the codec or the conversion software, or is it more of a bug? If it is a codec limitation, is there a codec that has the ability to convert above 15K kbps? I've tried two other codecs (H265 and MPEG4), and they too failed.

15000 kbps for which video resolution ?

where did you set parameters ?
