newbie ? > Can't find "advanced controls" under "view" !

Dear All,
I am running 3.0.10 on osX and I want to edit a video to cut a short section
I cannot find the advanced controls under view
I downloaded previous version and nothing
What silly thing have I done ?
Can some help a newbie ?
