Mac. Convert Problem. Errors and Warnings. Security and Privacy “Allow VLC”

I have a DVD I ripped years ago. VLC won’t allow me to play the DVD. I receive an error saying I need to go to systems preferences security and privacy and allow VLC to control my computer. I have done that. I’ve restarted VLC. I still receive that error.
Additionally, I created a disk image of the DVD and I am trying to convert it to an MP4. VLC converts it to an m4v But when I try to play it it only plays 30+ seconds of the file.. Correction, the file is only 36 seconds long. What am I doing wrong?

Lastly, let me say earlier it would allow me to play the DVD however I updated VLC and now it won’t. But still in privacy settings VLC is selected as “app below to control your computer. I saved it I like to make the changes and still it’s not working. What is the easiest way for me to convert either the DVD or the . CDR disk image into an MP4?

Hi, you need give VLC permission to access external media. The computer control accessibility permission is only needed to use the Media Keys on your keyboard (if any) and won't help for DVD playback.

Theres a explanation here https://nektony.com/duplicate-finder-free/folders-permission (it's not for VLC but it should work nearly the same for VLC)
So you would try to play the disk which causes the notification to pop up, then go to the System Settings and grant the access using the checkboxes.
