Reprogram Media Buttons in MacOS

Is there a way to change the function of the "back/next" media keys in VLC to use the jump back/forward 10 seconds function instead? I do transcription for work and have been using my phone because of the ease of jumping back and forward, but I'd like to be able to do it from my keyboard while typing. I also don't usually have VLC as the active window because I am typing, so the typical keyboard shortcuts won't work. Any help/suggestions would be appreciated!

Regrettably, this kind of flexibility is currently not supported even though it would be quite simple to do.
