ATI ALL IN WONDER & VLS

Hello,
I would like to ask this question : is there a way that vls (or vlc) can be used with a ATI ALL IN WONDER video card to broadcast tv channels. I actually try to make it works on a mandrake 9.0 pc where the libdvb (I didn't have any pb with driver part) seems to cant be install => pb when compiling the libs. I would really like to make it works so any help is very very welcome !

After days of trying to make it work my all in wonder (ATI pci 32mb sdram) card, I ve finally conclued thats there is no way to make it works with v4l and bttv, and I only succeed to receive channel with mandrake 9.0 and xvideo ! so now my question is (more sharper this time i guess) is it possible to stream the actual xvideo tv reception and if yes how (vls or vlc) i have read the doc of vls or vlc but the xv part wasn't very clear ... thanks for help
