No problems with other players including FFplay.

However, it can play this HLS AAC stream from the same source:

Perhaps the Issue is the "double quote"-Sign from the HLS-Index-File.
Have a look at the End of the Line in the Tag #EXT-X-STREAM-INF:...

I tested all Examples with the VLC-Player 3.0.8 (64-Bit) under Microsoft Windows 7.

This Example will not work with VLC-Player Versions 3.0.7.1, 3.0.9. or 2.2.8.
The following URL with HLS-Content (TV-Program = "ZDF neo") will only play with the Nightly-Version 4.x.

I tested the VLC-Version 3.0.7.1 (64-Bit) and latest Nightly-Version 3.0.9. (64-Bit) under Windows 10.

By open the URL only the Audio-Stream is listen, but no Videostream will display.

With "Verbosity = Level 1" I get the following Message:

I wait nearly 5 Seconds until I listen the Audio-Stream. But there was no Video-Stream to watch.

Perhaps the HLS Issue in the VLC-Player Version 3.0.10 (64-Bit) under Windows 10 is the same like in the Version 3.0.8 with some h.265 4k Content under Max OSX.

Yeah, I am definitely having issues as well. Don't know much about the technical details, but some of the MKV videos I was previously able to play normally with VLC, now have audio issues when I try to play them with version 3.0.10 (As soon as I try to play the video, it is as though the audio tried to play but it simply stops working and the video is then left audioless). I don't have this issue with all of the videos, so it's probably as you guys say. There's an issue with some HLS streams. My VLC version was: VLC 3.0.10 For win64, and I was running it on Windows 10. I downgraded to version 3.0.8 and it's now working fine. Should this be reported as a bug?

No HLS MP3 support exists on versions prior 3.0.17.
Because this is a spec violation, it ends being AAC by default.
Same for Ogg vorbis.
