Pitch changing on mp3 files?

So I've been having this issue for well over a year now. When you seek, skip forward/backward or otherwise move to a different point in a track the pitch slowly changes lower. This is very frustrating as a musician trying to transcribe music. It doesn't seem to happen on wav but is happening on mp3. Is there any way to fix this or is this a bug? The only fix I've found is to close and reopen but that is a pain when you're doing transcribing and have to reopen every minute. It only resets to normal after its detuned by a semitone, I think, which takes a while.
