How come using next frame ("E" key) stops working after a few frames?

This has happened with VLC since the beginning of VLC

Now on VLC 3.0.8 and it is still happens

Example of issue:

• Play a video, start hitting the "E" key to go frame by frame.

• After the 5th or 6th frame the video freezes and it no longer works.

• Happens with various video types. Some it does not happen.

1.) Why does this happen?

2.) Is there a fix?

The current implementation is not robust in how it counts frames, and no.
