MPEG2-TS Cannot Set PID Values 16-31

Hello,

I am using VLC 3.0.8 and would like to setup an MPEG2-TS stream that has the PID value in the header somewhere between 0x0010 and 0x001F. I go under Tools->Preferences->Stream output->MPEG-TS and see the options for setting the "Video PID", however the input field will not allow any values less than 31, I.e. when I enter anything less than 31 and tab out, the value just resets to 32. When I change the value to something other than the default "100", I can see affected change on Wireshark so I know it is the proper field I need to update.

My end user has specified that if the PID in the MPEG2-TS header is not between 0x0010 and 0x001F the stream cannot be processed. Am I missing something or is this a VLC limitation?
