VLC 3.0.6 Video Freezing Issue

I have an AVI h265 video from a home security camera that is giving me issues on playback. It shows the first shot of the video, but that's it. I've uploaded a video here as an example to see if someone can play with it to get it to work:

I'm not sure "x265" is a valid codec ID.
MPC-HC and MPV don't want to play it, and FFplay doesn't like "x265" as well:

Looks like this video is badly muxed, and AVI is not a good idea for HEVC anyway.

Looks like this video is badly muxed, and AVI is not a good idea for HEVC anyway.
So there's nothing I can do about it? :-/
